Sole code change is a hardcoded killswitch in executeCall : any outbox-initiated call whose keccak256(abi.encodePacked(to, data[:36])) equals 0x3467…2258 reverts with CallNotAllowed() . Per the forum disclosure, the underlying bug is in the L1 ArbitrumTimelock ( eth:0xE6841D92B0C345144506576eC13ECf5103aC7f49 ): its onlyCounterpartTimelock modifier (which checks both msg.sender == Bridge and Bridge.activeOutbox().l2ToL1Sender() == L2 CORE TIMELOCK ) was applied to the bespoke schedule functions but not to OZ AccessControlUpgradeable.renounceRole(bytes32,address) inherited from the base contract . Since OZ renounceRole is self-renounce only, any L2 EOA could submit a standard L2→L1 message that, after the 7-day fraud-proof window, would make the Bridge call timelock.renounceRole(PROPOSER ROLE, Bridge) — the Bridge stripping its own PROPOSER ROLE, DoS'ing all DAO AIPs until the Security Council re-granted it. Recoverable (no fund risk per the forum), but a hard governance-DoS. Reversing the killswitch hash confirms the shape: keccak256(timelock ‖ 0x36568abe ‖ keccak256("PROPOSER ROLE")) = 0x3467…2258 . A permanent fix is promised in a future ArbOS upgrade.
